(Since 1/3 of all homeless men are veterans, and more than 2/3 of them suffer from drug/alcohol abuse, I’m guessing they are being harmed by this policy.)

Drug abuse is generally not the problem but the symptom of the problem. Problem being mentall illness, history of abuse, depression etc.

don’t do it. Even if it’s not legal does not mean you can’t get it. Snorting novocaine can kill you or leave you brain dead. Just because the name has “caine” in it does not mean it will get you high and as for whats the leathal dose, everyone has diffrent levels of tolarance and also depends on how much other abuse has been inflicted on the body and how much more it can take.
