If you know they need it and have major issues and know all the crazy things that persons done . And the person has a drug addiction and wasn’t born well from the head

Drive them there. If they really need help but refuse to go, you can always call law enforcement to drag their ass down there.

Unless someone is a threat to themselves or others then technically you can not put them in a psych hospital against their will. If they are a drug addict or alcoholic and you are a family member you can petition the court for a marchmen act which will put them in treatment involuntarily but they have to be unable to take care of themselves or make coherent decisions.

Other than that you may have to just set healthy boundaries regarding this friendship.
