I don’t think that statement is even true. It’s not uncontrollable. Ya it is true that compulsive behavior is hard to break but that doesn’t mean you can’t.
It takes time but it is possible to control your addiction and impulse of getting high or drinking.

it menas that although the person is fully aware of what they are doing to their body (ill attach a link to help you see the effects), they cannot help crave and use them, so the temporary pleasure of using these drugs takes precedence over their health at all times and they just cant help it.
