H.R. 847 creates a new healthcare entitlement. This bill creates a new healthcare entitlement run out of Washington, DC. The Department of Health and Human Services would be negotiating provider payment rates, approving treatment protocols, establishing a competitive bidding program for prescription drugs, and evaluating the health of potential enrollees in the program. H.R. 847 would reimburse New York area hospitals at a rate that is on average 140 percent of the Medicare reimbursement rate. This provides a perverse incentive for hospitals to use unnecessary services in order to garner higher payments from the federal government.
